School division approved $23 million expenditure for 2020/2021

The regular meeting of the Southwest Horizon School Division was held on Wednesday, March 4, 2020 at 7:00 p.m. in Souris.

Trustees present: Janice McDonald (chair), Cheryl Rushing (vice-chair), Julie Cwir, Allan Downey, Brent Fallis, Marla Gross, Brendan Hicks. Regrets: Amelia Fewings. Administration present: Carolyn Cory, Kevin Zabowski. Recording secretary: Michelle Blades.

The agenda was adopted as amended and the minutes from the regular Board meeting of February 26, 2020 were approved as circulated.

Administration Reports

The Secretary-Treasurer report to the board included the following:
Accounts Payable were reviewed. The following accounts were approved for payment: February 27, 2020 - Accounts Payable - 36488 – 36500 $241,714.46; Direct Deposit - 20246 – 20292 $81,571.88

Policy and Procedures

Policy #5 – Role of the Board. This policy received its annual review. Changes were made and a notice of motion was read. Administrative Procedure 6-15: Division Sanctioned Overseas Travel. Trustees were advised of updates to this administrative procedure.

Unfinished Business

Waskada Bussing Concerns
In September the Waskada bus routes were reduced from three busses to two. At the February 26 meeting the board reviewed five letters (three from parents, one from a student and one from the principal, Dayna McFarlane) requesting that a third bus be put back on route at Waskada School. Administration provided comparative information on all routes in the division including ride times and ridership numbers. It was noted that the two 2019/20 Waskada bus routes have similar ride times to other routes in the division and that there were only seven students on the third bus route in the 2018/19 school year. The board sympathized and understood the frustrations of some families who must board the bus earlier this year than previously. Discussion was then tabled until the following meeting on March 4. The trustees discussed the requests again at the March 4 meeting and ultimately decided to defeat the motion to reinstate a third bus for Waskada School. It was agreed that Board representation would attend the next Waskada Parent Advisory Council meeting to discuss the decision reached.

The reinstating the third route bus at Waskada School was defeated.

New Business

Approval of the 2020/2021 Budget:
The Board of Southwest Horizon School Division approved the 2020/2021 budget, as presented.

Approval of the 2020/2021 Estimated Expenditure/Revenue:
The 2020/2021 school year estimated expenditure will be set at $23,759,400.00 (twenty-three million, seven hundred and fifty-nine thousand, four-hundred dollars).

By-Law 124 Operating Line of Credit:
Borrowing By-Law 124 - a By-Law to authorize the Operating Line of Credit in the amount of $6,500,000 (six million, five hundred thousand dollars) - was read its first, second, third and final reading.

Parent Advisory Council support for MAPC AGM
Financial support to all Parent Advisory Councils in Southwest Horizon School Division who wish to attend the 2020 Manitoba Association of Parent Councils AGM or the Chairperson’s Breakfast, in the amount of $250 was approved.

Overseas Travel
Upon request from the community of Melita Travel Club and/or the community of Souris Travel Club, the Board will issue a letter advising against overseas travel in spring 2020 for staff and students.

2020/2021 School Year Calendar:
The 2020/2021 School Year Calendar was approved as presented.

The next regular board meeting will be held on March 25, 2020 at 7:00 p.m. in Souris.
